The target who will be binded but the seal will have all of his stats reduced by 90% and all of his skills locked.

the only disadvantageous thing was that it only worked on targets weaker than the user.

now, you may wonder why would people even buy it if it only works on target weaker than himself.

that’s what Shiva was doing now.

he was going to thoroughly make use of the three of them.

He purchased the heavenly seal and used it on Kasim without wasting any time.
