Inside the palace, it felt different.
The quiet had changed.

Reports began to arrive more often.

Kim Jwa-geun stood in his chamber, looking over a table covered with documents. He had arranged them in a way that made sense to him. Reports from Qing were set to one side. Updates from Japan were placed nearby. Observations from Joseon’s own coast were kept at the center.
He did not move them.
He studied them.
There was a knock at the door.
"Enter."
Jo In-young stepped inside.
He looked at the table first before speaking.
"Still nothing?" he asked.
Kim shook his head.
"No response yet."
Jo exhaled quietly.
"That tells us something on its own."
Kim looked up.
"What do you think it tells us?"
Jo stepped closer to the table.
"That they’re not moving on our time," he said. "They’re moving on theirs."
Kim nodded slightly.
"That has always been the case."
Jo folded his arms inside his sleeves.
"We’ve given our answer," he said. "Now we wait."
Kim met his gaze.
"Yes."
Jo held it for a moment longer.
"And while we wait, they prepare."
Kim did not argue with that.
"So do we," he said.
Jo did not respond immediately.
Then he said,
"Not enough."
The words stayed in the room.
Kim remained still.
"Preparation isn’t just about moving quickly," he said.
Jo’s expression tightened slightly.
"No," he replied. "But it’s not only about waiting either."
The tension between them did not rise, but it did not disappear.
They both understood what the other meant.
Another knock came at the door.
"Enter."
Yi Ji-yeon stepped in and bowed slightly.
"A report from the southern coast," he said.
Kim held out his hand, and Yi passed him the document.
Kim read it once.
Then again.
Jo watched him closely.
"What is it?" he asked.
Kim lowered the paper.
"Another sighting."

The tone in the room shifted.

"They followed the coastline, then turned away. No direct contact."
Jo looked toward the window.
"They want us to notice them."
Kim did not disagree.
"Yes."
The silence that followed felt heavier.
It was no longer random.

Yi Ji-yeon spoke quietly.
"They are not waiting for our reply."
Kim turned slightly.
"No."
"They already decided what they’re going to do next."
"Yes."
Jo exhaled again.
"Then they’re sending someone."
Kim set the report down.
"Yes."
That word carried weight.
Not a guess.
An expectation.
The court was called again.
Not a full gathering, but enough to address the situation properly.
The hall felt quieter this time.
There was less argument, more focus.
At the center sat King Heonjong.

Kim Jwa-geun stepped forward.
"More foreign vessels have been sighted along the coast," he said. "They did not approach, but their number has increased."
He let that settle.
"This is not random."
Jo In-young spoke.
"No."
Yi Ji-yeon added,
"It’s deliberate."
The King looked at them.
"They are coming," he said.
No one corrected him.
Kim inclined his head.
"Yes, Your Majesty."
The King’s gaze moved across the room.
"If they send someone," he said, "what kind of man will he be?"
The question was not simple.
Kim answered carefully.
"Someone who understands how to speak for them," he said. "And believes he understands us."
Jo added,
"Someone chosen to talk, not to fight."
Yi spoke last.
"And someone who will listen, but not give ground easily."
The King nodded slowly.
"Then we should be ready to do the same."
That shifted the focus.
It was no longer about them alone.
It was about Joseon as well.
Kim lowered his head slightly.
"Yes."
The court did not argue as it had before.
Differences still existed, but they had changed.
There was less resistance now, and more caution.
