Chapter 406: Underlying Currents.
Valerian and the rest of the world began to correspond as time passed. They all set up camps to train the world’s youth in martial arts and build bunkers to ensure that in case the demons invade, they would have a tactical advantage in safeguarding the lives of the innocents.
New laws and systems of irrigation were introduced. Every criminal was punished so severely that the crime rate was down to one percent. Morgana had told the world leaders that if they wished to fight the demons outside, they first needed to fight with them inside.
These demons were poverty, illiteracy, hunger, and the human emotions of greed, lust, and rage. She delivered a speech that all the world leaders conveyed to their people via the meaning of imperial publishments, and even traveling bards began to spread the word of her great vision.
The crowd completely agreed and did not know how the demons would invade. The movement and the status of living were rising all around the world. They did not know when the demons would invade, but they were not leaving any stones unturned.

Valerian was standing on the platform’s edge, looking at the youngsters being trained. These people were all trained by Shiba, Captain, and Vinnie. They had been growing stronger beyond recognition. Many of them had come to a point where they almost gave up on practicing, but in those moments, Captain stood beside them and gave them a reason to keep going forward.
Azula stood beside him and asked, "What are you thinking?"
Valerian shook his head and replied, "I was thinking that while the people will go to battle, we should also have some method to protect the people behind. Also, another thing that clicked in my head was, who knows when the war begins? How can we put so much effort and concentrate on one thing only."
Azula raised her brow and asked, "Go on."
Valerian replied, "Look at the world. Everyone is so focused on this speculated war that they have stopped living. Is this the world that we wanted to create? The western continent is still a bit better than the rest of the four continents. But when I think of the lives of the natives of the other three continents. I cannot help but wonder if it was a good decision to allow this news to channel to the masses."
The princess saw his lamenting expression and could not help but calm down. She could tell what he was thinking about. The people around them only talked about war as if nothing else existed. She sighed at this, but there was nothing that she could do to change the situation.
The two people finished their rounds and came to the workshop where the craftsmen forged weapons. Valerian could not help but sigh at the situation. It was not like he did not wish to protect his world. However, this level of preparation was akin to a double-edged sword. The youths of people will be spent away learning how to defend themselves from something that might not occur in their lifetime.
The world will stagnate if this goes on. He wanted to talk to The Pointiaf and Solaris. He returned to the palace and was going towards the study when he spotted Valerie skipping over. He smiled and asked, "What made our princess so happy?"
Valerie giggled and said, "I made cookies with Her Excellency."
The young man smiled and watched the girl frown suddenly. He asked with concern, "What happened?"
The girl asked, "You tell me what happened. Why do you have such gloom hovering all around you."
Valerian smiled and said, "I do not know what to say."
Valerie held his hand and asked calmly, "You can tell me. Like the old days."
The young man recalled how he would talk to Valerie about his thoughts when they were on the southern continent. He sighed and patted her head gently before saying, "The world is changing."
Valerie nodded seriously and replied, "I have also noticed this for the past few days. However, the people are in a state of passive panic. They do not react to the visits or the welfare work we did. The elders of the families are worried about sending their children to even school. I have been thinking about what I should do."
Valerian smiled and praised her, "I did not expect you to be so wise now."
The young lady raised her chin. Valerian sighed and said, "I have also been thinking since the human authorities cannot do anything, and even the magical folk are facing the same prolonged panic if only the goddess could say something."
Valerie was surprised and asked, "What do you mean by that?"
Valerian said, "Like the way we published the details about the demons if only we could come up with something that the people of the world could perceive as the will of the Goddess. The panic will lessen."
Valerie was shocked by the idea. She did not expect the young man to come up with something like this. She was not the ordinary ten-year-old now. She could truly understand the impact of something like this. The panic will not only lessen, but it was also possible for the people to understand something deeper and progress rapidly.
She said, "How about I contact Saintess Solaris and have her issue a letter?"
Valerian was surprised and asked, "How will you convince her to do something like this?"
The young lady gave him a cheeky smile and said, "I was the one who got to the audience with the Goddess. She likes me better than you."
Valerian was stunned, and then he could not help but chuckle. He reached his hand and ruffled up Valerie’s hair. The girl pouted and said, "Big brother, I will ruffle your hair too."
That said, he ran, and Valerie followed him. The two people set the palace into a joyous mood. Only after Fragrantia called Valerian did the two of them calm down. Valerie said, "I will talk to Saintess Solaris. I will leave Pointiaf to you."
Valerian bowed and said, "As you command, Your Highness."
Valerie did not let go of the chance and ruffled his hair as she said, "Good boy, you are dismissed."

Valerian came to the courtroom and found that various emissaries from all factions were gathered. He bowed slightly before Libra said, "They are here for you."
The young man looked at the people, and one of them said, "Your Highness, we are here to discuss the methods to face large numbers of demons. Although we have been thinking independently, we did not manage to come up with anything practical. So we hope you can help us out."
Valerian nodded and said, "I understand. We have stumbled upon a rather tricky one this time."
He smiled bitterly as he sat on his seat. Then he spoke casually, "To be honest, the magical folk know more about using dragon treasures. Lady Meed will communicate with Her Excellency, The Pointiaf on our behalf, so please put all your ideas in detail on paper. However, before that, I want to discuss another problem. Is that alright?"
The people nodded, and Valerian raised the matter of stagnated lifestyle. The people understood his concern and were surprised when the young man stated the long-term effects of this situation.
They began to discuss with him how to make things as normal as possible. Valerian told them about the plausible solution and told them to keep this matter a complete secret. Only the Rulers were allowed to have knowledge of this, and if the crowd got to know, they might think that the authority was fooling them and disregarding their situation. In that case, the world will face internal conflict and death by going on a rampage.
The people understood, and just when they were discussing. The guard outside announced Valerie’s arrival. The people fell silent and did not know why this young girl had come forward at such a time. They all knew her, but they did not know her importance.
However, when the girl walked inside the court, they all could not help but feel submissive toward her and lowered their gazes. The girl bowed slightly to Libra and said, "Your Highness, I have finished talking to Saintess Solaris. She has agreed and will pass the letter to all the temples by midnight."
Valerian was surprised and exclaimed, "Good Job, Vali."
Libra cleared his throat and said, "Let us see the effect of the letter, and if it is satisfying, we will focus on dealing with the demons. We are at war, but we do not know when it may commence. However, the premonition of war should not hinder the growth of our people."
The people nodded and asked for leave to convey the proceedings to their rulers. Libra nodded, and the court was adjourned. Valerian, however, was not in a hurry to leave. He sat on his seat and lamented.
