That person could then ascend to join the ranks of the Primordial Dragons themselves.
They couldn’t risk that.
So, they made sure to only grant their bloodline to the most loyal candidates, individuals they trusted wouldn’t betray them, by making them go through a harsh trial.
That was to make sure whoever participated knew their places.
But even then, it was a gamble.
They didn’t hesitate with Astariel, for example.
