Having received the news, Philips hurried nonstop to the location of the second car, feeling utterly dejected. He had felt like a dog being walked all day long, running from east to west, without a glimpse of a shadow.

First comes the dispute over whether to install, then discussions on how the government will pay, followed by struggles over standards among various interest groups, then competition among enterprises within those groups for the orders, after that comes construction, how to execute it…
Add to this the resistance of many people, in certain non-essential public places, finding a blind spot in the surveillance coverage is quite easy, and conducting complex operations in these places is not at all difficult.
