"Everyone except for Stephen and Cynthia will participate in next week's operation to eliminate Team Plasma, while they remain in Sinnoh to guard against Team Galactic. That's the decision. Any objections?"

In the conference room of the Indigo League headquarters, Goodshow looked around at the various League Chairmans seated at the round table.

Just moments ago, the chairmans of each region had been summoned here to discuss the upcoming campaign against Team Plasma.

After nearly an hour of exchanging opinions, everyone finally came to a decision:

Stephen and Cynthia would stay behind in Sinnoh to prevent Team Galactic from causing trouble while the League's attention was elsewhere.

The champions of all other Leagues would head to Unova to deal with Team Plasma.

The existence of Team Galactic hadn't been made public due to the sensitive nature of Cyrus's identity.

But Goodshow was indeed worried that, with the League focused on Team Plasma, Cyrus the traitor would seize the opportunity to stir up trouble.

So, they kept two trump cards in reserve.

"To send so much force against a Plasma Team that's lost both N and Zekrom... You're being overly cautious, Chairman,"

Rose remarked with a hint of mockery, his expression unreadable.

He'd heard of Team Plasma's strength.

At their peak, they had three champion-level members, as well as many elite trainers at the level of the Elite Four and Gym Leaders—strong enough to challenge an entire regional League head-on.

But now Plasma had lost both N and the legendary Zekrom.

Meanwhile, on the League's side, Lance had acquired a powered-up Kyurem, and Leon now had Eternatus.

Rose thought just those two would be more than enough.

Yet Goodshow chose to mobilize all the champions except for Stephen and Cynthia.

In Rose's view, the Chairman was just overly scared.

"What if Team Rocket gets involved?"

Goodshow countered calmly, unfazed.

Rose fell silent.

Giovanni, with his Dark Mewtwo and Mega Beedrill, had a team that was half a step into the Master rank.

And then there was Joker, who possessed Shadow Lugia, Evil Hoopa, and a shape-shifting Umbreon.

These two were not to be underestimated.

Not to mention their subordinates: Karen, the Psychic fatty, and Sird—all champion-level trainers with legendary Pokémon!

If Team Plasma could challenge one regional League, then Team Rocket could crush three.

"Indeed, there's a lesson to be learned from Team Rocket benefiting from the infighting of others. Didn't they do exactly that three years ago at Indigo Plateau?"

Professor Carolina, Cynthia's grandmother and acting Sinnoh League Chairman, interjected.

Team Rocket's strength had suddenly become uncontrollable three years ago, precisely because they swooped in like the Blackbeard Pirates during the League's fight with Shadow, profiting from the chaos.

(A note of explanation: Carolina was only acting Chairman because the League claimed Cyrus was gravely ill, not dead. After all, if he reappeared, the League would look ridiculous. They planned to say he was sick, then announce his passing after dealing with him.)

The Hoenn Chairman, sporting an explosive afro, said, "If Team Rocket gets involved, it will indeed be dangerous."

Lance suddenly snorted, "If I let Kyurem absorb Reshiram, we'd have nothing to worry about."

The room fell silent at those words.

They were glad the champions weren't present—Lance's comment could easily have caused a scene.

They all knew Reshiram had chosen Stephen.

For Lance to say this now... it was divisive.

The chairmans glanced at Lusamine, Chairman of Alola, whose expression was predictably sour.

"Lance! Don't say things that undermine unity,"

Goodshow reprimanded softly.

Lance looked away and retreated to a corner of the room in silence.

"Lusamine, could you help me pass this to Stephen?"

Goodshow signaled to his assistant, who placed a gift box before Lusamine.

Lusamine untied the ribbon, revealing a statue of Arceus made of gold.

"Chairman Goodshow, this..."

Lusamine's annoyance turned to confusion.

Goodshow cleared his throat, "We hope to borrow Hoopa—or, perhaps, have Stephen lend us Reshiram for two days."

Bam!

Lusamine slammed the table and stood up, her face dark.

The other chairman looked equally shocked.

Borrow Hoopa, fine, but Reshiram?

Lance's Kyurem absorbing Black Zekrom was still front-page news.

If you handed over White Reshiram, what do you think would happen?

Goodshow hurried to explain, "After the operation, we'll separate and return Reshiram!"

Lusamine narrowed her eyes, "You of all people should know, Chairman Goodshow, that it's easy to grow accustomed to luxury, but hard to return to frugality."

Once Lance acquired such power, would he give it up?

Lusamine didn't think a prestigious Indigo champion would go back on his word, but temptation could break anyone's character.

Not to mention Stephen had recently talked to her about Lance's personality changes.

"The DNA Splicers can be held by Stephen, and... after this operation, I think I'll be able to retire,"

Goodshow dropped a bombshell.

Not just Carolina and the other elderly chairmen, but even Rose was shocked.

Political veterans all, they understood his implication:

If you agree, not only will Reshiram be returned, but the Chairman's position will be yours!

"...Please give me some time,"

Lusamine finally replied, recovering from her shock.

This was too big a decision for her to make alone.

With Hoopa's ability, Lusamine returned from Indigo Plateau to Aether Paradise in under two minutes.

After hearing her story, the whole family in the living room fell silent.

After a moment, Cynthia remarked, "So much has happened in the League these years, no wonder the Chairman wants to retire... thanks to someone in particular."

She glanced sidelong at a certain someone—Stephen.

Under the table, Stephen pinched Cynthia's butt, making the valkyrie blush and almost lose her temper, but she managed to hold it in for the sake of the group.

"If the League wins big this time, it would be an imperfect but still fitting end to the old Chairman's career—a good time to retire,"

Karen said arms crossed.

She was right.

Even Cynthia, the former champion, couldn't remember the last time the League had a real victory.

This operation was the largest since the Indigo Plateau battle three years ago.

To restore the League's reputation, Goodshow had even announced they would livestream the entire war.

If they won, and Goodshow retired at the peak, his career, though flawed, would still be a success.

"Once Goodshow retires, Aunt Lusamine will be the new Pokemon League Chairman? Not bad!"

Stephen excitedly said.

He didn't notice Lusamine's face pouted at being called "Auntie."

The older a woman, the more sensitive she is about age.

Especially since she now called Stephen "Daddy" every night.

Bang!

In the middle of the lively discussion, Reshiram couldn't take it anymore.

She burst out of her Poké Ball, staring tearfully at Stephen with her beautiful sapphire eyes as if to say, "You traitor! We just got together, and you're already selling me out?!"

"Ahem!"

Stephen coughed awkwardly, then said,

"Reshiram, now that Kyurem has the DNA Splicers, I can protect you for now, but have you thought about what happens in a hundred years?"

Reshiram was stunned and asked telepathically:

[What do you mean?]

Stephen replied, "I think this is a chance to resolve your grudge with Kyurem once and for all."

...

Five minutes later, in the Indigo League conference room.

With Reshiram behind Stephen and Kyurem behind Lance, the two stood facing each other.

Stephen looked at Kyurem and said, "After the battle with Evil Hoopa, win or lose, I want you to separate Reshiram from your body, and from now on, never harass her or try to absorb her with the DNA Splicers again. Deal?"

Indeed, Stephen could protect Reshiram for his lifetime, but what about after?

For legends with near-infinite lifespans, a century is nothing.

Now that Kyurem had the DNA Splicers when Stephen was gone, he could just come for her again.

Better to settle it at the source.

[...Alright.]

Kyurem thought for several minutes and finally agreed.

In 2,500 years, this was the first time he'd been so humiliated.

But for now, dealing with Evil Hoopa took priority.

Without absorbing Reshiram, he wasn't certain he could win.

"Good, it's a deal,"

Stephen nodded.

He didn't bother with a written contract—Kyurem, for all his grumpiness, was trustworthy.

If it were a certain lazy cat, Stephen would have reconsidered.

Before leaving, Stephen comforted Reshiram and took the DNA Splicers from Lance.

"Just think of it as going to sleep,"

Stephen stroked Reshiram's feathers with his left hand and gently pressed the DNA Splicers into her chest with his right.

Instantly, Reshiram was enveloped in a holy red light, and the tubes on Kyurem's body shot out and plugged into her as if into an outlet.

A powerful shock wave erupted, the blinding light making everyone instinctively shut their eyes.

In less than five seconds, they could feel the overwhelming power ahead.

Boom!

A torrent of energy shot skyward, like a pillar of the gods piercing the Indigo Plateau.

"What is that?"

Nearby townsfolk—Blue in Viridian City, Ash in Pallet Town, and Red—looked up at the godly pillar of light.

"Incredible,"

Lusamine stared, shielding her face, at Kyurem, whose appearance hadn't changed but whose aura was overwhelming.

"In this state, only one person could beat him,"

Stephen admitted.

Lance's eyes burned with fanaticism.

They would win!

Even Goodshow, usually solemn, showed rare joy: "We can win. With this, we can win..."

Stephen said no more, taking the DNA Splicers and leaving.

Rose seized the chance to whisper, "Dr. Stephen, are you sure he won't go back on his word?"

Stephen smiled, "Kyurem can be trusted, don't worry."

Rose didn't want Lance—or the Indigo League—to become too strong.

Even if Rose never became Pokemon League Chairman, he wouldn't let Indigo surpass Galar.

Stephen wondered if the Indigo League had stolen Rose's first love for him to harbor such a grudge.

...

That night.

Stephen sat on his living room couch, Giovanni's face projected on the screen—they were video chatting.

"Sorry, uncle, I made things harder for you,"

Stephen said.

Lance + Complete Kyurem.

That was quite the combination.

"No matter. That project is finished, isn't it? Complete Kyurem is worth testing against,"

Giovanni smirked.

"If Lance loses with such a strong Pokémon, he'll have no more excuses. I'll humiliate him in front of the whole world!"

Stephen understood.

Giovanni's motive wasn't just to poach Team Plasma's people—only about 30%. The other 70% was revenge on Lance.

"Even so, I think your odds are only about 30%,"

Stephen said, tapping his finger on his Umbreon.

Suddenly, Giovanni remembered,

"I heard you're training that former Sinnoh champion. Mind if I join? There's still time."

He wasn't going to miss such a great chance to defeat peak Lance in front of the world.

...

Five days later, the day of the League's assault on Team Plasma.

Everyone worldwide turned on their TVs.

Truthfully, this wasn't wise for a military operation.

The enemy could also watch and learn your plans.

But now, the power gap was so great, that a little info leak made no difference.

If N and Zekrom were still around, Goodshow would never dare.

"This is... Opelucid City?"

In Viridian Gym, Red muttered to himself, realizing the city on screen was the Unova League's headquarters.

"Volcarona! Heat Wave!"

Unova Champion Alder led the charge, his ace Volcarona unleashing a sea of fire at the uniformed Plasma grunts.

Behind those grunts stood a row of giant castles.

"That's 'N's Castle,' Team Plasma's base," explained Blue, who had replaced Giovanni as Gym Leader.

"It was built in secret under Opelucid City—only recently discovered by the League."

Red was speechless.

The villain's base was in the same city as the League headquarters?

Unova League was a mess!

Blue was embarrassed too, but as a League member, he tried to defend them,

"As long as we win this, we can restore the League's reputation."

"Cryogonal! Blizzard!"

A white-bearded elder in thick clothes stepped forward, sending out Cryogonal for a powerful blizzard.

Flames and ice clashed, the roaring never ending.

"Elite Four... no, nearly Champion level,"

Red muttered.

Blue squinted,

"Ryoku, second only to Ghetsis among the Seven Sages—said to be the strongest of the Elites, almost Champion level, the organization's number four... Seems true."

In Hoenn, Steven analyzed,

"Alder's Volcarona isn't as strong as his old one."

The Volcarona Alder used now was one he'd raised in recent years; his original ace had died years ago.

"Charizard! Flamethrower!"

Leon swooped in on Charizard, a Flamethrower overpowering the blizzard and instantly knocking Cryogonal out.

"Damn! Hydreigon, Dark Pulse!"

Ghetsis, leaning on his cane, called out his ace without hesitation.

"Tricks! Dragon Dive!"

High above, Lance called out his own Dragonite.

The two sides clashed fiercely in the air.

The League and Team Plasma armies collided, the sounds of battle shaking the heavens—

reminding everyone of the great war at the Indigo Plateau three years ago.

But this time, the League had the upper hand.

"Damn it! Where did Colress go?!"

Ghetsis, being overwhelmed by Lance, cursed.

Colress was the only one in Team Plasma with a legendary Pokémon.

On the outskirts of the battlefield, unnoticed:

"This way, please,"

Colress, whose good looks were spoiled by his satellite-dish hairstyle, gestured toward the battlefield.

"This opponent should satisfy you,"

Giovanni said, half-turning to the shadowy figure behind the golden rings.

Out floated Dark Mewtwo, clad in armor similar to the anime's power-suppressing suit.

Inside the chest plate, a pure black Mega Evolution stone glowed ominously in the sunlight.
