Chapter 895 -851 Post-Disaster Reconstruction

Qin’s Ridge

This once inconspicuous place deep in the mountains of Yizhou City has become the focus of national attention following the massive Wenshu earthquake.

All this is due to the existence of Qin’s Ridge Landslide Lake. Now, though it’s still just past seven in the morning, the construction site at the Landslide Lake is already a hive of activity.

Next to the dam of the Landslide Lake, both sides of the mountain have been reinforced. Anything that could potentially cause a secondary landslide or collapse has been cleared away, and the top of the dam now forms a flat platform about fifty meters wide and nearly a kilometer long. The cliffs on both sides of the dam have been secured with cement and rebar concrete.

On one side of the dam, a helicopter landing pad has been constructed. Across the dam area and the downstream region below, a hundred excavators are scattered around, some clearing earth in the middle of the river channels downstream, others constructing the diversion channel on the dam according to the experts from the Ministry of Water Resources.

At this moment, the sound of a helicopter’s roar fills the sky. It’s a military state-of-the-art armed transport chopper, featuring technology from the powerful Former Soviet Union. This also represents some of the benefits that Nie Zhenbang had obtained from the Soviet Union back in the day.

The aircraft slowly descends onto the landing pad, and its propellers gradually come to a halt. The hatch opens, and the leaders of the Ministry of Water Resources and the water experts who have been directing operations at Qin’s Ridge Landslide Lake are all there to welcome the arrival.

Surprisingly, the first to disembark is Leng Yunfei, Director Leng. As the nation’s Premier, he has spent over half a month in Bashu Province since the earthquake, a month ago. Now, Director Leng has returned.

Today, Director Leng is wearing a dark-colored jacket, dark pants, and a pair of white travel shoes. Setting aside his aura, if judged merely by his appearance, he looks like an ordinary elderly man.

Following the Premier are the two leading members of Bashu Provincial Party Committee, Su Xuan and Nie Zhenbang. The leaders of the water surveillance group and experts from the Ministry of Water Resources come forward to greet them.

After shaking hands with each person, Director Leng’s gaze turns to the lake of Qin’s Ridge Landslide Lake, which has become a majestic, dormant reservoir storing hundreds of millions of cubic meters of water, a super water conservancy project.

“Can the safety of the dam be ensured?” Director Leng asks directly.

Old Tang, representing all the water experts, reports, “Premier, after twenty days of monitoring and working, the dam’s safety has now been temporarily secured. Moreover, we have re-strengthened the base under the dam with manpower and excavated multiple diversion channels on both sides to ensure the balance of water levels. Currently, the water level has dropped from yesterday’s measurement of 721 meters to 718 meters.”

Hearing Old Tang’s words, a slight smile finally appears on Director Leng’s face. It is the first time since the earthquake that such a relaxed demeanor has been seen on Director Leng.

Director Leng has absolute trust in Old Tang. Old Tang belongs to those old-generation scholars who are straightforward and never engage in deception. Since Old Tang has said there’s nothing to worry about, there definitely are no issues here.

Then, Director Leng takes great interest in the dam area, walking around and asking some questions before nodding in satisfaction, “Comrades, Qin’s Ridge Landslide Lake is critical to the safety of lives and properties of millions of people downstream. We cannot be careless. I am very pleased that, with the joint assistance of the hydroelectric corps and the Ministry of Water Resources, the safety of Qin’s Ridge Landslide Lake has been properly addressed. I am satisfied. Now that the earthquake has passed, that painful memory will always be etched in our hearts. However, those of us who are alive must continue. Post-disaster reconstruction will be an indelible topic for us for some time to come. Qin’s Ridge Landslide Lake, as a testament to the great earthquake, will have important subsequent development. I hope everyone will do well in the foundational work for the dam and all other aspects, to lay new achievements in the reconstruction after the disaster.”

Next, Director Leng and his delegation move on to Yizhou City. The current City Party Secretary of Yizhou City is the newly appointed Comrade Song Zuyi, the former Deputy Director of the Finance Bureau. The Mayor is the former Deputy Mayor of Yizhou City, Comrade Xing Guofeng. The entire leadership team of Yizhou City Committee has been re-established.

Now, Yizhou City has become a massive construction site. Nie Zhenbang presents to Director Leng, “Premier, the reconstruction plan for Yizhou City has been preliminarily determined. The province has decided to rebuild Yizhou City on the outskirts of the old urban area based on the advice of geological experts and urban construction planners. The ruins of the old Yizhou urban area will be turned into an earthquake museum.”

Director Leng nods, showing appreciation for Bashu Province’s plan. Yizhou City, located on the edge of Bashu, has long been economically underdeveloped. Yet, with its beautiful mountains and clear waters, Yizhou is a blessed land. Capitalizing on this opportunity to greatly develop the tourism industry could also be a good approach.

Pausing for a moment, Director Leng also instructs, “This is a good idea. However, in choosing the site and layout of the city, you must consider all aspects carefully, and take note of potential geological hazards such as landslides and mudslides in the surrounding mountains, to prevent the occurrence of secondary geological disasters.”

Mid-May

The Central Work Conference on Post-Earthquake Reconstruction in Wenshu was held in Jingcheng. Comrade Shen Xiuchao presided over the meeting, where the focus was set on vigorously supporting and assisting with the reconstruction of the earthquake-stricken areas in Wenshu. In addition to the two hundred billion directly allocated by the central government for post-disaster reconstruction, various central ministries and commissions, as well as other provinces, municipalities, and autonomous regions across the nation, established targeted support and assistance relationships with the various counties and cities within the disaster areas.

Suddenly, the entire earthquake-stricken area of Bashu Province turned into bustling construction sites, with funds, engineering teams, and other relevant personnel from all over the country flocking in. Schools and hospitals that had collapsed in the earthquake were also starting to be rebuilt.

May 20th.

Director Shen and his entourage arrived in Bashu Province on a special plane, marking Director Shen’s third visit to the disaster area since the earthquake.

Yizhou City

National Highway 3, this vital artery for entering and exiting Yizhou, was finally rebuilt after a month since the disaster.

Originally, on the side where the bridge had collapsed, engineering staff from Bashu Province’s Department of Transportation used the collapsed earth along the route to fill in the low-lying area.

Guided by police cars, several medium-sized buses entered the Yizhou Urban Area. There were no road closures, no traffic control, everything seemed extraordinarily ordinary.

In the new urban district under construction in Yizhou. A large expanse of land had been leveled, and at the moment, on the construction site, row upon row of uniform prefabricated houses stood erect. Behind these buildings, new residential communities were being erected.

Director Shen appeared very pleased, as Yizhou’s post-disaster reconstruction was progressing admirably. This also fully demonstrated the capability of the Bashu Provincial Party Committee team—both the Secretary and the Governor of Bashu Province were from his own camp, Shen Xiuchao. Bashu was doing well, and as a leader, he naturally felt a sense of honor.

“The reconstruction work in Yizhou is quite commendable,” Director Shen generously offered his praise.

These words brought joy to the faces of the current Yizhou City Party Secretary Song Zuyi and Mayor Xing Guofeng. Receiving praise from Director Shen was a significant honor; it was as good as providing them with an amulet.

Beside him, Nie Zhenbang also wore a smile. As the Governor of Bashu Province, Nie Zhenbang was pleased with Yizhou City receiving praise. Smiling, he said, “Director Shen, all of this is thanks to the selfless assistance from other brother provinces and cities across the country. Currently, Yizhou City has started work on no less than fifty projects. In every aspect from manpower to material resources, we are exceptionally well-provided, thanks to the strong support from the central government and the selfless dedication of our brother provinces and cities.”

Director Shen waved his hand and, with great interest, pointed to the prefab houses ahead, “Comrade Zhenbang, how is the preparation for the resettlement of the disaster victims going? Now, although it’s still summer, we need to be prepared for any eventuality. We must ensure that the disaster victims can have a stable and peaceful Spring Festival this year.”

Nie Zhenbang nodded and explained, “Director Shen, at present, Yizhou City has constructed up to eighty thousand sets of prefab houses, ensuring that all disaster victims can smoothly move in by August. Additionaly, there are currently fifteen brand-new, modern residential communities under construction across the city, and we expect them to be ready for occupancy by the end of the year.”

Hearing Nie Zhenbang’s words, Director Shen also nodded, “Such arrangements are excellent. Prefab houses are low-cost and quick to erect, capably and efficiently solving the housing issue for the people in the disaster area. Additionally, consideration must be given in full to public facilities such as schools and hospitals. We need to make sure that students from the disaster area can start school smoothly in September. Moreover, this earthquake was a tremendous shock to the psyche of the locals. Many have lost family members, lost loved ones, so we shouldn’t neglect the psychological aspect. We need to provide proper consolation work, organize the people from the disaster areas to be self-reliant, to regain hope, and to rebuild confidence in life. We could consider reorganizing some families. These tasks must be carried out meticulously and extend to the community neighborhood committee level.”

Although Director Shen’s words were plain, they were exceedingly thorough and considerate in every detail, which deeply moved the people in the disaster areas. As a national leader, Director Shen who was beset with myriad duties, still remembered these matters and took the disaster victims’ food, clothing, housing, and transportation to heart, proving his profound benevolence.

Follwing that, Director Shen and his group hurried to Changhong City and Yangde City. There, Director Shen listened in detail to the reports of the local leaders and thoroughly inquired about the impact of the earthquake on the area, also issuing a set of directives.

After delving deep into the disaster-stricken areas and conducting inspections, on the third day, they finally returned to the Tianfu City district. (
