It now appears that the ten-year transformation plan is progressing smoothly.

Matila has successfully integrated into the Urth Sanctuary system, significantly strengthening the territory's overall power.

The various institutions within the Royal Court district have rapidly expanded, growing into massive entities.

At the same time, talent cultivation has been well executed.

Schools have been established across Matila, allowing over 20 billion children to receive basic education and learn productive skills.

Through the citizen ranking system, gifted children are identified and selected.

These promising individuals, alongside the children of nobles, high-ranking officials, and heroes, are admitted to the planet's Loyal Scion Academy, where they undergo preliminary education and loyalty assessments.

Those who pass the rigorous evaluations will officially become academy students and be sent to the main Loyal Scion Academy of Urth Sanctuary for strict training.

Currently, the first batch of 3 million students has just set off for the main academy, where they will undergo 10 to 20 years of study and training.

Upon graduation, they will be assigned to various planetary institutions.

The Ministry of War has officially approved an expansion plan.

According to the plan, the Storm Army Group will grow from its current 10 armies to 50.

Additionally, the proportion of elite Storm Troopers will increase to enhance overall military strength and combat capability.

The Navy, after incorporating the fleets of the sector, has seen a substantial boost in strength.

The current naval forces consist of one battleship, over twenty cruisers, and a large number of escort vessels, organized into ten fleets.

At present, only five fleets are fully operational and have been dispatched on missions.

Due to the rapid expansion, and the previous rebellion leading to the labor reform of many naval officers, there is currently a manpower shortage.

Fortunately, the Army Academy of the Loyal Scion Academy had previously trained a batch of naval officers.

Though they have yet to graduate, they are now being thrust into active service.

Eden reviewed the naval fleet reports and couldn't help but sigh, "The cadets from this year's Army Academy are hitting the jackpot…"

Back in the day, when he graduated, he was unemployed, struggling to find a job, and eventually became a 996 corporate drone.

After working overtime for half a month, he stayed up all night on his day off playing Warhammer: Darktide and died, ending up in this world.

Such a tragic fate.

But after nearly twenty years of struggle, he finally had his own small territory and some measure of personal safety.

Of course, in the grand scale of the galaxy, this was still insignificant.

Pulling his thoughts back to reality, Eden continued reviewing the naval appointment list.

He noticed that this year's Army Academy graduates were all immediately promoted to officer status, starting at least as fourth-tier citizens.

The best among them were directly assigned to cruisers, commanding tens of thousands of personnel, essentially skipping a hundred years of hard work.

Eden could already foresee the future.

By the time the next batch of cadets graduates and joins the Navy, they will see their seniors already commanding entire fleets, while they will still be struggling as junior officers.

Wouldn't they just break down crying in the restroom?

The administrative academy graduates were also enjoying a smooth path.

With more planets in the sector being reclaimed, these graduates were assigned directly to key positions upon completing their studies.

Even those who weren't particularly outstanding could still secure a minimum position as a hive city district administrator, overseeing the lives of hundreds of thousands, if not millions.

Success in life isn't just about effort—it's about catching the right wave in history.

A little reflection later, Eden turned his attention to high-end combat power expansion.

The Gene-Warrior Academy had cultivated new chapter seeds.

However, due to the slow production of genetic material from the gene banks, the number of Space Marines was growing at a limited pace.

Currently, there were around 2,000 Space Marines.

In ten years, this number was expected to reach 10,000.

Fortunately, as the number of Space Marines increased, the speed of gene-seed cultivation would also accelerate.

In the future, their numbers would grow at an increasingly rapid rate.

The Sisters of Battle Academy had also received many new recruits, with an estimated 20,000 Battle Sisters to be trained within the next five years.

However, the number of Battle Sisters would not expand significantly in the future, primarily due to the high cost of their equipment.

Their main duties would be to protect Ecclesiarchy priests, nobles, officials, and other key figures in dangerous environments.

They would also escort the various orders under the Sisters of Battle, such as the Medical Order, the Missionary Order, the Handmaiden Order, the Choir Order, and the Saints' Devotion Order.

Once the entire Goli Sector was firmly under control, the institutions of the Royal Court would continue to expand.

With the streamlining of administrative procedures, Eden no longer needed to micromanage these institutions.

The fundamental framework had been established, allowing them to operate independently—he just needed to oversee the results.

Moreover, since these institutions had successfully transformed Matila, their experience could be replicated across other planets.

Of course, some adjustments would be necessary depending on each planet's circumstances.

"Perfectly handled!"

Eden swallowed the last bite of his bread, just as he finished reading the day's reports.

His governmental work was done for the day.

Stretching his back, just as he was about to stand up, a new message arrived.

It was from the western observation station of the Goli Sector.

The report stated that the Third Fleet had reclaimed another civilized world and established a navigation beacon.

The star system of that civilized world contained four planets in total.

Eden pressed a mechanical button on his desk, and the lights of the miniature garden dimmed as a spherical mechanism slowly descended from the ceiling.

Buzz—

The mechanical sphere activated, projecting a dazzling star map into the air.

This was a holographic map of the Empire's territories.

It had taken Little Spirit an enormous amount of processing power and time to gather all available data to construct this star map.

This map allowed for zooming in or out on any region to obtain detailed information.

Eden gazed at the Empire's star domain map, recalling relevant information from his memory.

The Human Empire spanned the galaxy, with vast territories. The administrative divisions were structured as follows:

Sectors

Sub-sectors

Sub-sub-sectors

Star Systems

Civilized Worlds or Deep Space Stations

At the highest level, the Empire was divided into five grand sectors:

Solar Sector – The galactic core, housing the Empire's heart, Holy Terra, and the Forge World Mars, the headquarters of the Adeptus Mechanicus.

Eastern Fringe – The largest sector, sparsely populated and weakly controlled by the Empire. The T'au Empire has risen here, and Orks rampage across the region. Despite this, it contains the most prosperous Imperial sectors, including Guilliman's domain, the Ultramarines' Autonomous Zone, and the famed Ultramar 500 Worlds.

Storm Sector – A war-torn region ravaged by the Necrons and Tyranid Hive Fleets. Notable entities include the Imperial Throne Currency and the feared Death Korps of Krieg.

Misty Sector – A region of constant warfare, the main battleground for the 12th and 13th Black Crusades. It contains the Eye of Terror, home to the Black Legion, led by Abaddon the Despoiler.

Pacific Sector – The Empire's main shipbuilding hub, filled with numerous Forge Worlds and a strong Mechanicus presence. The homeworld of the Blood Angels, Baal, is located here, where a devastating war against the Tyranid Hive Fleets will soon unfold.

Eden zoomed into the Pacific Sector, entered the name Goli Sector, and confirmed the selection.

Instantly, the star map zoomed in further. After some time, it finally pinpointed the Goli Sector within the vast region.

Beneath the grand sectors, thousands of smaller sub-sectors existed, constantly shifting and evolving.

The work of mapping the Empire was never-ending.

Given the efficiency of the Imperial Ministry of Internal Affairs, the process of registering a newly established sub-sector or star system and transmitting the relevant documentation up the bureaucratic chain to Holy Terra was an arduous one.

In extreme cases, before the registration was even completed, the sub-sector or star system in question might have already been wiped out by Chaos incursions or xenos invasions.

From the star map, the Goli Sector was located on the western frontier of the Pacific Sector, essentially the very edge of the Imperium. Beyond it lay uncharted space, outside the boundaries of Imperial control.

The Goli Sector was one among countless nameless sectors. Even the most knowledgeable cartographers might not recognize its name.

Like many other obscure Imperial sectors, no one knew exactly when it was named—or when it might be destroyed.

The division of sectors was not based on the number of planets but rather on a fixed territorial area.

If a sector happened to be in a desolate region, it might contain very few habitable worlds.

In fact, the disparity between sectors was even greater than the difference between an ordinary human and an Astartes.

Take, for example, the Ultramarines' Autonomous Sector and Guilliman's Ultramar 500 Worlds—a sector of immense prosperity, boasting over 500 civilized worlds and numerous auxiliary planets, totaling over 2,000 worlds in the sector.

By contrast, the Goli Sector, situated on the Imperium's outer edge, was far more barren. It had only 40+ civilized worlds and around 200-300 planets in total.

Most of these planets were even less developed than Urth Sanctuary had been before its transformation.

Moreover, the sector lacked a single proper Forge World capable of manufacturing large warships.

Had Eden not incorporated the Imperial Navy's ships into his forces, he would have had no choice but to construct a Forge World from scratch and slowly build his own fleet.

Fortunately, with Little Sun, Kaul, a team of elite scientists, and access to humanity's Golden Age technology, given enough time, he might rival even Guilliman's domain.

Back in the day, the God-Emperor had built a technological empire on Terra alone, using it as a launchpad to amass armies and begin his Great Crusade, claiming dominion over the galaxy.

As the Savior, why couldn't Eden do the same with the Goli Sector?

He tempered his ambitions and resumed examining the Goli Sector's star map.

The sector contained over 200 celestial bodies, varying in size and brightness. Each represented a planet.

Among them, 45 shone more brightly, indicating civilized worlds—planets with human civilization.

Eden could see that Matila and Urth Sanctuary were relatively close, positioned near the sector's center.

The central region, anchored by Matila and Urth Sanctuary, contained around 15 civilized worlds and over 50 planets.

The remaining 30+ civilized worlds and 150+ planets were scattered across the sector.

After reclaiming Matila, Eden had immediately dispatched multiple fleets to reclaim nearby civilized worlds.

Now, among the 15 civilized worlds surrounding Urth Sanctuary, 7 were marked green on the star map—including Matila itself.

This meant these seven worlds were under his control.

The Problem of Travel

Due to the Great Rift, the Goli Sector, located in the Imperium's dark side, was completely cut off from Warp travel.

Even travel to nearby planets took several years at sub-light speeds.

Upon receiving confirmation that the fleets had reclaimed planets and set up navigation beacons, Eden had only one choice:

He had to personally pilot the Dreamweaver with teams from various institutions and travel planet by planet, setting up psyker cores and Machine Spirit hosts manually.

However, this process was far too time-consuming.

It had taken five years just to complete these initial trips!

At this rate, reclaiming the remaining civilized worlds in the central region would take decades.

Restoring the entire sector could take a century—or even two.

At this moment, Eden finally understood why the Emperor had been so desperate to research and establish the Webway.

Without a high-speed travel route, countless years would be wasted on transit, rendering efficient governance impossible.

This was exactly why the Imperium relied on Planetary Governors—warlords ruling independently, so long as they paid their tithes.

Because, realistically, the Imperium simply couldn't govern directly!

Take the Goli Sector as an example:

Without a high-speed passage and the ability to Warp jump, Eden, as Sector Governor, was practically incapable of managing anything beyond the central region.

Given that the sector was a 200-light-year cube, if a system were located on the periphery, it could take over 100 years to travel there at sub-light speeds—just to place a navigation beacon.

Leaving the sector altogether? That was practically impossible.

Even starting from the central region, merely exiting the sector would take a century.

Traversing through the barren void to another sector? Potentially hundreds, even a thousand years.

This was precisely why so many Imperial worlds in the dark side perished—

Under attack from Chaos or xenos, they had no choice but to hold out alone.

By the time reinforcements arrived, centuries could have passed.

Eden sighed and closed the star map.

Under the current circumstances, if he wanted to continue expanding, he had only one option—

He had to follow the Emperor's path.

That meant constructing his own Webway to create a high-speed galactic transit system.

Of course, the risks were immense—one wrong step, and he could end up like the Emperor, bound to the Golden Throne.

But time was running out—

The sector had reached a stage where building the Webway was no longer optional, but necessary.

Eden rose from his desk and walked along a cobblestone path to a terrace.

Through the glass railing, he could see the Star Tower Spaceport, its metallic structures gleaming under the sunlight.

Beyond the spaceport lay the blue-green sphere of Urth Sanctuary.

He had returned here aboard the Dreamweaver just a few days ago.

From orbit, he gazed down at the planet.

After years of environmental restoration, Urth Sanctuary no longer bore the blackened, toxic appearance it once had.

The future plan was to completely terraform the planet—reshaping its geography, creating mountains, seas, and introducing rare flora and fauna.

The eco-systems developed in the Green Wave Farms were already being deployed, ensuring the planet's weather and climate could be fully regulated.

If the modifications proceeded smoothly, Urth Sanctuary would become a true paradise world.

But Eden's true purpose here was not sightseeing—

It was to construct the Webway.

His plan was to extract an ancient Blackstone Gate hidden in the Warp, using it as the foundation for his high-speed transit system.

He could only hope that the Blackstone Gate was still operational.

If not, Kaul would have to dismantle it and reverse-engineer a new method.

Eden sensed the Hope Energy stored within Little Sun—

Over 900 million units.

Based on his estimates, he needed at least 1 billion to retrieve the Blackstone Gate into realspace.

Thus, he had been waiting.

"It should be soon."

He checked his pocket watch, estimating the time.

Meanwhile, Saren, a world 4 light-years away, had completed its terraforming.

A Return Day Celebration was scheduled, overseen by the Ministry of Internal Affairs and the Ecclesiarchy.

Eden wouldn't attend personally—in the future, only key worlds would merit a direct appearance, while for most, he would simply send a pre-recorded hologram.

Otherwise, he would spend his entire life attending ceremonies.

Soon, his data-slate pinged—a live feed from the event:

A vast plaza, millions of people cheering, swearing loyalty and devotion to the Savior.

Instantly, Hope Energy surged.

Millions… tens of millions… a hundred million…

When the faith energy settled, he had gained 200 million Hope Energy.

Feeling the power surge within him, Eden smiled.

"It's finally enough."

Now, he had over 1.2 billion Hope Energy.

Returning to his chambers, Eden lay down—his consciousness diving into the Warp, merging with Little Sun.

The Blackstone Gate retrieval project—begins.
