Journalists, witnesses, or ordinary civilians often disappeared after seeing something they were not meant to see. This method worked, but only under one condition.
It only worked when there were very few witnesses.
If there were more than two people to silence, the plan failed. Too many people disappearing would attract attention. It would be obvious that they vanished because they saw something important.
César understood this weakness very well, and that was exactly what he planned to use.
The hotel staff and security will rush upstairs, which will mean more than two people will enter the room. That was why César needed to shape what they believed they had witnessed. He had to turn it into something specific, something that would stay in their minds.
"A serial killer is a good idea." He whispered as he dipped his finger into the blood on the floor.

That single idea was enough. The moment people believed there was a serial killer on the loose, panic would spread. A serial killer in the capital was not something people could ignore, and it fit perfectly into the bigger picture.
Hoffa died in his own department, right before the NSA director left him. Two officers were killed in another hotel room, shot by a gang member.
And now, the next big news, two women murdered in a hotel room. A mother and daughter duo.
The perfect way to apply pressure on the government and stir a little chaos, because with all of this, the social media warriors would have a fucking field day, connecting the dots and building even more conspiracy theories, and they had all the material for it.
Three gang members died in the hood. Not long after, two police officers were found dead in a hotel room. Then Hoffa, the Chief of Police, was killed, and now two women, a mother and her daughter.
The best part about it all was that this would turn into political chaos, exactly like how it was back on Earth.
Politicians would do their best to manipulate the situation and seize the opportunity, while the opposition would use everything to build a campaign showing that the ruling party had failed to protect the people.
Meanwhile, the ruling party would push their own campaign material, waging a political war, but it still needed a little spice, a subtle touch on top, to make sure it wasn’t just a message to grab attention, but a message that showed them something everyone already knew was happening, only now it would carry weight, knowing how many people had died and what positions.
"Is this good?" César asked as he stood in front of the white wall staring at his beautiful message.
[System: Corruption kills?]
"Exactly. This will stir the shit up." César said, staring at it. It had real meaning, like he had written "Corruption Kills" with real blood, the blood of the two women he had killed, which made the message itself carry even more weight. "But maybe it’s not really giving off a serial killer vibe."
[System: Not really, but it will definitely make the political sides turn against each other, especially if they connect the dots. Hoffa, the officers, Sirina who was there, and the silence from the police about the investigation. You are not a serial killer, you are truly a harbinger of chaos.]
