Orvanians would lose to the Time Lords at least in the application of Tiem Laws if it was any other timeline and any other universe.

But not there in the Prime Timeline.

The Time Lord beef with the Orvanians probably started from Sithulran. That Orvanian started all of this

The One Who Sees Everything.

That is what the Time Lord called Sithulran.

It is just a tale.

It would not be like in his world.
